The invention discloses a preparation method of a high-toughness cement-based material, which comprises the following steps of: pretreating straw plant fibers, and doping a cement base with the pretreated straw plant fibers. The modified cement-based material is obtained by mixing straw plant fibers, cement, sand, a polycarboxylic acid water reducing agent and water, wherein relative to 1000 kg of cement, the use amount of the plant fibers is 0-200 kg, the use amount of the sand is 2700-3200 kg, and the use amount of the water is 500-800 kg. According to the invention, the plant fibers are modified, and the composite material of the plant fibers treated by a sodium hydroxide solution has good compressive strength and breaking strength, and also has good plasticity, toughness, crack resistance and tensile resistance. The fiber-reinforced cement-based material is prepared by taking agricultural waste straw plants as a main raw material, and the method is beneficial to reducing the manufacturing cost, saving resources and solving the pollution of waste to the environment, so that the environment is protected.
