The invention discloses a cement-based composite material with high strength, high rigidity and high toughness. The cement-based composite material is prepared from the following raw materials in parts by mass: 1396 to 1543 parts of a cementing material, 274 to 303 parts of sand, 266 to 294 parts of water, 52 to 57 parts of a water reducing agent and 18 to 20 parts of fibers, the cementing material is selected from a mixture of 1330-1470 parts of cement and 70-78 parts of silica fume, and the mass of the silica fume accounts for 5% of that of the cementing material; the water-cement ratio of the cement-based composite material is below 0.2, and the sand ratio is below 0.4. The problem of brittleness of common concrete is solved; the problems that an existing ECC material is low in strength and rigidity are solved. The problem that quality control is difficult after mass production of an existing ECC material is solved.
