The invention discloses a construction method of a carbon fiber cloth reinforcing structure of a water discharging hole. The construction method comprises the following steps of: firstly, treating a concrete carbonized layer on the inner wall of an original concrete lining hole wall; secondly, performing mortar leveling treatment on the uneven inner wall of the original concrete lining hole wall to form a mortar leveling layer; thirdly, coating the surface of the mortar leveling layer with bottom glue; fourthly, overlapping and paving carbon fiber cloth on the surface of the bottom glue along the water flow direction; fifthly, coating the surface of the carbon fiber cloth with impregnating glue; and finally, curing and maintaining the carbon fiber cloth reinforcing structure of the water discharging hole. According to the construction method disclosed by the invention, the workload of manual polishing is reduced, and manpower, material resources and cost are saved; the carbonized layer on the surface of the inner wall of the hole wall is flushed by adopting a high-pressure water gun, so that no flying dust is caused, and cleanness and environment friendliness are realized; and the construction period is shortened, and the construction period task is finished.
