The method comprises the following steps: step 1, driving an earth surface observation pile; step 2, constructing an anti-rolling stone soil ditch; step 3, constructing a protective bent frame system; step 4, performing catchwater construction; step 5, performing roadbed construction; and step 6, performing tunnel structure detection. The anti-rolling stone earth ditch and the protective bent frame system are combined to protect the portal of the operation tunnel in the roadbed excavation process, the safety of the roadbed construction process is improved, and the influence on the operation tunnel is reduced; temporary drainage ditch construction is conducted through the temporary drainage ditch rapid construction support, and the temporary drainage ditch construction speed is increased; and the tunnel detection walking support is used for detecting the tunnel structure in the operation tunnel, the tunnel detection efficiency is improved, and meanwhile the influence on operation of the operation tunnel is reduced.
