The reinforcing device comprises out-cylinder stiffening strips, soil retaining layers and drainage layers. The reinforcing device is welded on the outer wall of the suction cylinder, the strength is relatively high, reinforcing rib plates in a suction cylinder foundation can be replaced, and the strength of a main body structure of the suction cylinder foundation is enhanced; the reinforcing device is filled with the drainage layers (geotextile or drainage particulate matter), free water contained in the soil body outside the cylinder can be drained in a seepage mode through the advantages of the stroke of the geotextile or the drainage particulate matter, and the consolidation rate of the soil body outside the cylinder is increased; the reinforcing devices are uniformly arranged along the cylinder wall and are uniformly distributed from the mud surface to the cylinder bottom, so that the consolidation drainage path of the soil body outside the cylinder is greatly shortened, and the drainage efficiency of the soil body outside the cylinder is effectively improved; and after drainage consolidation of the soil body outside the cylinder, the strength and the deformation modulus of the soil body are both improved, it is verified that beneficial effects are achieved on the bearing capacity and deformation of the suction cylinder, and relatively high safety reserve is provided for safe operation of the suction cylinder foundation.
