The method comprises the following steps that an excavation line is measured and set out according to the self-stabilization slope rate of aeolian sand; a first-stage unloading platform is excavated in a sloping mode, high-pressure jet grouting piles are reinforced on the free side of the first-stage unloading platform, and reinforcing steel is inserted into the high-pressure jet grouting piles; after the strength of the high-pressure jet grouting piles meets the requirement, a second-stage unloading platform is excavated in a sloping mode, the high-pressure jet grouting piles are reinforced on the free side of the second-stage unloading platform, and the reinforcing steel is inserted into the high-pressure jet grouting piles; other levels of unloading platforms are excavated in sequence, and a construction operation platform is excavated after the last level of unloading platform is excavated and reinforced; and high-pressure jet grouting piles are reinforced on the construction operation platform, and the reinforcing steel is inserted into the high-pressure jet grouting piles.
