The invention discloses a rail rust removing and ice crushing device for railway construction. The rail rust removing and ice crushing device comprises a diesel generator, a rust removing and anti-freezing box, a water pump, a first motor, a first driving belt wheel, an ice melting device, a fixing base, a second motor, a second driving belt wheel, a guide plate, a second belt, an ice crushing cutter assembly, a second driven belt wheel, a transmission shaft, an ice scraping device, a first belt, a rust removing device, a spraying head and a first driven belt wheel. The rail rust removing and ice crushing device is reasonable and simple in structure, and the diesel generator can provide electric energy for the derusting and deicing device, so troubles and inconvenience caused by external stay wires are avoided; and the second motor arranged in the ice breaking device can drive an ice breaking cutter assembly to rotate clockwise through the second belt, the ice breaking cutter assembly rotates to conduct ice breaking and removing on the inner side, the outer side and the top face of a rail through an inner ice breaking cutter, a concave ice breaking cutter and an outer ice breaking cutter, and meanwhile the guide plate is matched to make most of the removed ice fly out of the track along the guide plate, so that the burden of subsequent treatment is reduced.
