The invention discloses a steel slag and mineral slag composite admixture as well as a preparation method and application thereof. The steel slag and slag composite admixture is formed by blending fine-grained slag micro powder and coarse-grained slag micro powder, the granularity range D50 of the steel slag micro powder is larger than or equal to 32 micrometers and smaller than or equal to 80 micrometers, the granularity range D50 of the slag micro powder is smaller than or equal to 8 micrometers, and the steel slag and slag composite admixture comprises, by mass, 30%-50% of the steel slag micro powder and 50%-70% of the slag micro powder. The admixture provided by the invention can replace 10-50% of cement in equal mass. The steel slag and slag composite admixture has low requirements on fineness of steel slag powder, and can effectively reduce energy consumption of steel slag powder grinding, thereby being beneficial to realization of low-carbon economy; the stability problem caused by the steel slag is effectively improved, and the stability of the admixture tested by a boiling method and an autoclaving method is qualified; and when the steel slag and mineral slag composite admixture is applied to concrete, the working performance of the concrete can be effectively improved, and meanwhile, the steel slag and mineral slag composite admixture has excellent mechanical properties and durability.
