The invention relates to an over-cast-in-place concrete treatment device and an underwater concrete cast-in-place pile construction technology, and relates to the technical field of cast-in-place piles. The over-cast-in-place concrete treatment device comprises a hollow mounting shell with one open end, a feeding port is formed in one end, away from the open end, of the mounting shell, a cutting mechanism used for opening and closing the feeding port is arranged on a portion, close to the feeding port, of the mounting shell, and a driving mechanism used for driving the cutting mechanism is arranged on the mounting shell. The construction technology comprises the following steps: conducting drilling and placing a reinforcement cage; mounting the over-cast-in-place concrete treatment device; enabling cast-in-place concrete to exceed a designed elevation position of a cast-in-place pile; cutting concrete: driving the cutting mechanism to work to cut the concrete through the driving mechanism; and dismantling the over-cast-in-place concrete treatment device. The underwater concrete cast-in-place pile construction technology has advantages of reducing difficulty of breaking a pile head of the cast-in-place pile to improve construction quality and efficiency.
