The rubber is waste tire rubber powder and has a sieving rate of 95% through a 300 [mu]m sieve, the fly ash has a sieving rate of 95% through a 200 [mu]m sieve, the sand is natural sand, the cement is non-early-strength low-alkali Portland cement with a strength grade of 52.5, the stones are broken stones with particle sizes of 13.2 mm, 9.5 mm and 4.75 mm which are sequentially sieved by using a grading sieve sheet, the water is purified water, and the water reducing agent is a polycarboxylic acid water reducing agent. The carbon fibers are of a cylindrical framework structure formed by weaving carbon fiber filaments with the diameter being 1-3 mm, the length of the carbon fiber framework is 80% of the length of the sleeper, and the sleeper is formed through one-time pouring by using a mold. The problems that operation noise and vibration influence of rail transit are difficult to greatly reduce, and the input cost of noise reduction and vibration reduction engineering is high are solved.
