The system comprises a controller; a sliding table which is arranged above the steel rail positioning table, wherein the sliding table comprises a sliding rail arranged in the length direction of the steel rail; a driving member, wherein the driving part can slide along the sliding rail under the control of the controller; a camera shooting assembly which is arranged at the bottom end of the driving part, wherein the camera shooting assembly shoots the identified steel rail when sliding along the length direction of the steel rail along with the driving part and sends a shot to-be-identified image containing a welding seam to the controller; wherein the controller determines the position of the weld joint relative to the sliding rail according to the position of the weld joint in the to-be-recognized image. According to the scheme, the accurate position of the welding seam in the sliding rail can be determined, and then the accurate position of the heating coil in the sliding rail is determined, so that it is ensured that the heating step of normalizing operation is executed right opposite to the welding seam, and the normalizing effect is ensured.
