The invention discloses a railway sleeper structure balance performance test device under a heavy load train load effect, which is used for carrying out balance performance test on a sleeper, and comprises two support columns which are oppositely and vertically arranged, the sleeper is fixed between the two support columns, two counterweight devices are hung on the sleeper, gravity conversion devices are arranged in the counterweight devices. A bubble observation balancing instrument used for detecting balance is arranged between the two counterweight devices, the gravity conversion device comprises a sleeve, a wire, a support, an insertion hole, a first electrified solenoid coil and a second electrified solenoid coil, the insertion hole is formed in the top of the sleeve, the sleeve is fixed through the support, and a containing cavity is formed in the sleeve; and the first electrified solenoid coil and the second electrified solenoid coil are arranged at the bottom and the top of the placing cavity respectively and are both connected with the wire. The test equipment can test the capability of keeping the balance stability of the railway sleeper structure under the dynamic load action of a heavy haul train.
