The invention relates to a waterproof and energy-saving reconstruction construction method for an existing building roof. The method comprises the following steps of Step 1, after the existing building roof is cleaned, uniformly laying a layer of anti-cracking mortar on the roof to form a leveling layer; Step 2, laying a heat insulation mortar formed by mixing a waterproof agent, cement mortar and heat preservation light aggregate on the leveling layer to form a heat insulation layer, and reserving drainage grooves in the positions, located at two sides of the roof, of the heat insulation layer; Step 3, laying a waterproof roll on the surface of the heat insulation layer to form a first waterproof layer; Step 4, bonding and adhering a layer of phenolic foam to the surface of the first waterproof layer; Step 5, laying protective mortar formed by mixing a waterproof agent and cement mortar on the surface of the phenolic foam, and performing leveling to form a protective layer; and Step 6, coating the surface of the protection layer with waterproof paint to form a second waterproof layer, and covering the second waterproof layer with the drainage groove. The heat insulation, waterproof, sound isolation and fireproof functions can be integrated, and the environment-friendly and energy-saving effects are improved.
