The invention discloses an ECC core wall rock-fill dam and a construction method. The ECC core wall rock-fill dam comprises an upstream rock-fill body, a first upstream transition layer, a second upstream transition layer, an ECC core wall, a first downstream transition layer, a second downstream transition layer, a downstream rock-fill body and a slope pressing body which are sequentially arranged from upstream to downstream. The ECC core wall is formed by pouring a super-tough cement-based composite material and mixing according to designed anti-seepage and strength grades, and the thickness of the ECC core wall is determined through numerical calculation and analysis; a deep foundation pit is dug in the ground below the ECC core wall, a dam foundation gallery used for grouting, later operation maintenance and observation is buried in the deep foundation pit, and a grouting curtain is formed below the dam foundation gallery through grouting; and the core wall is made of the super-tough cementitious composites, the deformation adapting capacity and the anti-seepage capacity of the core wall are improved, and the anti-seepage capacity and the tensile strength of the combination portion of the core wall and the dam foundation gallery are enhanced.
