The invention relates to a pipeline frame, comprising a supporting assembly and a fixing assembly. The supporting assembly comprises a supporting frame; the fixing assembly comprises two clamping plates; the clamping plates are arranged on the supporting frame; the opposite side walls of the two clamping plates are arc surfaces attached to the side wall of a pipeline; the clamping plates abut against the lower side of the center position of a drainage pipeline in the height direction; and adjusting assemblies used for adjusting the clamping plates to loosen or clamp the pipeline are further arranged on one sides of the clamping plates. The drainage pipeline is fixed through a pipeline frame, so that it can be guaranteed that the stability of the drainage pipeline is not greatly affected when a soil layer below the drainage pipeline is excavated. The invention further provides a construction method of the drainage pipeline newly-built access well, comprising the steps of paying-off measurement, foundation pit fender post construction, foundation pit excavation, foundation pit reinforcement, pipeline fixation, excavation of a soil body below the drainage pipeline, foundation pit bottom plate pouring, chiseling and correction. The pouring quality of a foundation pit bottom plate can be guaranteed, the construction period can be effectively shortened, and the construction efficiency of the access well is improved.
