The low-carbon super sulfate cement comprises the following components in percentage by mass: 10-40% of titanium gypsum; 15%-30% of cement clinker; 20%-40% of mineral powder; 5%-10% of steel slag; 5%-10% of titanium extraction tailings; 1%-5% of vanadium slag; 2%-10% of fly ash; 0.5%-1% of an exciting agent; and 0.5%-1% of a water reducing agent. The titanium gypsum, the steel slag, the titanium extraction tailings, the vanadium slag and other industrial solid wastes are matched with the cement clinker, the mineral powder, the fly ash, the exciting agent and the water reducing agent according to a certain proportion, the use amount of the titanium gypsum is 10% or above, a large amount of the titanium gypsum and other industrial waste residues are utilized, and pollution of the industrial waste to the environment is reduced; meanwhile, the early mechanical property of the material can be improved, and the 28d chloride ion diffusion coefficient is also reduced.
