The method comprises the following steps: S1, a sandy gravel cushion layer is laid; and S2, an isolation overhead net is laid on the sandy gravel cushion layer, a hollow layer which can isolate the upper highway pavement from transferring heat downwards and is communicated with the outside on the shady slope side and the sunny slope side is formed, and ventilation holes which are in cold air convection with the shady slope are formed in the position, close to the shady slope, of the bottom of the hollow layer; the air isolation layer can isolate the highway pavement from the frozen earth surface, the hollow layer isolates heat transferred from the highway pavement on the upper portion to the frozen earth surface, convection wind can be formed on the shady slope and the sunny slope to bring the heat out of the hollow layer, and therefore the influence on the frozen earth surface is avoided, and meanwhile the ventilation holes and cold air on the shady slope can form downward convection cold flow. The temperature of the frozen earth surface is further adjusted to guarantee the original state of the frozen earth surface.
