The invention relates to the technical field of building material processing, in particular to an inorganic composite foam cement thermal insulation board and a manufacturing method and device thereof. The method comprises: uniformly stirring cement, fly ash, fine sand and water to prepare cement paste; adding a fiber mixture and calcium stearate into the cement paste, heating and stirring to obtain mixed cement paste; adding a foaming agent and nano hollow microspheres into the mixed cement paste, stirring for a preset time, and foaming to obtain foamed paste; pouring the foamed paste into a mold, standing and foaming until a blank body is hardened, and performing initial maintenance after the injection-molded blank body is hardened so as to obtain a foamed cement thermal insulation board blank; and demolding the foamed cement thermal insulation board blank, and curing again to obtain the inorganic composite foamed cement thermal insulation board.
