The invention provides a barium strontium titanate ceramic material matched with a base metal inner electrode and a preparation method thereof. The preparation method comprises the following steps: mixing barium strontium titanate with zirconium balls and a solvent, carrying out mixed ball milling, filtering out slurry after ball milling, drying to obtain a dry powder product, and calcining the dry powder product to obtain a calcined product; mixing the calcined product and a binder, and granulating to obtain powder particles; carrying out molding treatment on the powder particles to obtain a ceramic green body; and putting the ceramic green body into an atmosphere furnace for atmosphere sintering to obtain the barium strontium titanate block ceramic material. By doping Sr <2+> in the barium strontium titanate ceramic, the barium titanate ceramic is converted from a normal ferroelectric to a relaxation ferroelectric, and the ferroelectric phase-paraelectric phase conversion temperature range is widened; in the design of an electrocaloric solid-state refrigeration device based on a multilayer ceramic structure, a base metal nickel/copper inner electrode is an optimal choice.
