The invention discloses a modularized horizontal blocking device, a blocking system and a blocking method for a contaminated site, and belongs to the technical field of contaminated soil treatment. The modularized horizontal blocking device comprises blocking modules and closing modules, the blocking modules can be modularly assembled, and the modules are processed in batches in a factory, are convenient to transport and simple to lay, and are suitable for many occasions. When the modularized horizontal blocking device is used in a site needing contamination management and control, on one hand, contamination management and control can be conducted on the contaminated site through the blocking device, and contamination of the contaminated site is reduced; and on the other hand, through the modular assembly process, the secondary pollution problem caused in the construction process of other barrier measures can be reduced. The module is made of high-strength plastic with extremely high stability, so that the barrier property of a barrier layer can be ensured for a long time. After the blocking module is laid, the interior of the module is of a hollow structure and can be used in cooperation with other risk management and control measures, local maintenance can be achieved by temporarily dismantling part of the blocking module during later maintenance, and long-term operation maintenance of a risk management and control site is facilitated.
