The invention provides a composite plugging agent for water plugging and leakage plugging of a horizontal well. Thecomposite plugging agent comprises the following components in parts by weight: an inorganic cementing material, an inorganic auxiliary cementing material, an organic polymer reinforcing material, and a functional aid. The preparation method comprises the following steps: respectively processing an inorganic cementing material and an inorganic auxiliary cementing material into powder through a mechanical pulverizer or an airflow type ultrafine pulverizer; uniformly mixing an organic polymer reinforcing material and a part of inorganic material, heating by a double-screw extruder to prepare solid particles, and crushing the solid particles into powder; and uniformly stirring and mixing the prepared powder and a functional additive in a multifunctional stirrer to obtain composite material plugging agent powder for water plugging and leaking stoppage of the horizontal well. The use method comprises the following steps: preparing slurry-shaped plastic slurry in a dispersion machine, squeezing and injecting the prepared plastic slurry plugging agent to a layer needing to be plugged by using a cement pump truck and a squeezing and plugging pipe tool, lifting the squeezing and sealing tubular column, and waiting for solidification under pressure. According to the invention, the initial viscosity before thickening is low, the fluidity is good, the construction method is simple and feasible, and the storage is safe and stable.
