The invention discloses an unpowered control energy-saving system for pressurizing and pumping drainage of a regulating reservoir of a sewage plant. The unpowered control energy-saving system comprises a shunting control well, the regulating reservoir and a water collecting tank, the inlet end of the shunting control well is connected with a sewage header pipe, one outlet end of the shunting control well is connected with the regulating reservoir through a regulating reservoir water inlet pipe, and the other outlet end of the shunting control well is connected with the water collecting tank through a water collecting tank water inlet pipe; the regulating reservoir is connected with the water collecting tank through a regulating reservoir water outlet pipe, a submersible sewage pump is arranged in the water collecting tank and connected with a water collecting tank water outlet pressure pipe, and a valve well is arranged at an outlet of the water collecting tank. According to the unpowered control energy-saving system, the submersible sewage pump and the water collecting tank in the regulating reservoir with functions of regulating and storing the water collecting tank are separated, the water collecting tank and the submersible sewage pump are independently arranged, sewage preferentially enters the water collecting tank through the shunting control well, a simple series operation mode of the regulating reservoir and the water collecting tank is changed into a parallel operation mode, the water level of the water collecting tank is controlled by an unpowered control technology, namely a flap valve or a duckbill valve, so that high-water-level starting operation of the submersible sewage pump is realized.
