The cement comprises the following raw materials in percentage by weight: 0-50% of Portland cement clinker, 45-85% of admixture, 5-15% of gypsum and 0.0-0.6% of polycarboxylic acid high-efficiency water-reducing grinding aid (solid content). The particle size of the cement clinker, the gypsum and a part of the mixed materials is smaller than (D97 = 20 microns), and the particle size of the other part of the mixed materials is smaller than (D97 = 20 microns), and the standard fluidity saturation point water demand ratio of the cement mortar is less than 0.3. Compared with the traditional method, the method provided by the invention has the advantages that the cement product and the manufacturing process are improved; the influence of chemical performance, mud, clinker mineral composition and burning on the cement performance is changed into the influence of physical performance, water, mixed material property and grinding on the cement performance. The invention provides the effective high-performance environment-friendly cement and the production method thereof.
