The invention relates to a strong-ablation-resistant rare earth modified ultra-high-temperature ceramic-based composite material and a preparation method thereof. The rare earth modified ultra-high-temperature ceramic-based composite material comprises a fiber preform, a mixed phase of ultra-high-temperature ceramic and rare earth oxide and a carbide matrix, wherein the mixed phase and the carbide matrix are sequentially formed on the surface of the fiber preform; and the content of the fiber preform is 15-50 vol%, the volume content of the mixed phase of the ultrahigh-temperature ceramic and the rare earth oxide is 16-50 vol%, and the content of the carbide matrix is 10-40 vol%.
