The invention discloses a municipal road construction method. The municipal road construction method comprises the steps that (1) earth excavation is carried out; (2) a concrete base layer is laid, specifically, the bottom of the earthwork is raked, a reinforcing mesh is laid, anti-seismic concrete is poured, and the concrete base layer is formed after tamping and curing; (3) a gravel cushion layer is laid; and (4) an asphalt surface layer is laid. The anti-seismic concrete comprises the following components in parts by mass: 80 parts of polyethylene, 25 to 35 parts of emulsified asphalt, 30 to 40 parts of a polyurethane adhesive, and 60 to 80 parts of fine aggregate. In this way, the method has the advantage that a road is high in anti-seismic capacity.
