The driving rollers are in linkage with the traction wheels through the sliding sleeves. The fastening frame is controlled to ascend and descend on the peripheral side of the electric tower through ascending and descending; in the ascending and descending process of the fastening frame, the bolts on the two side faces of the electric tower are fastened through cooperation of the middle fasteners and the end portion fasteners, the situation that the bolts are loosened, and consequently the normal function of the electric tower is affected is avoided, and the life and property safety of people is guaranteed.
