The method is characterized in that the clean energy is developed and utilized by utilizing the resource endowment of the main water delivery canal based on the characteristics of the main water delivery canal, and a roof structure is built above the open main water delivery canal without influencing the original water delivery and supply functions of the main water delivery canal; a photovoltaic module array is laid for photovoltaic power generation, a part of generated direct current can be connected to an energy storage device to serve as standby power, and the other part of the generated direct current can be used for a main canal power utilization device after being subjected to inversion boosting treatment, so that an external power supply and a diesel power generation standby power supply of the main canal can be cancelled; and redundant power can be transmitted to a local power grid through a power transmission line, so that distributed renewable energy source development and utilization in the main water delivery canal flow channel range are realized, and remarkable social benefits and economic benefits are achieved.
