The invention discloses a main canal non-stop water maintenance device utilizing a mobile water tower to regulate, store, pressurize and overflow, and relates to the technical field of energy, electric power, municipal administration, environment and bioengineering. The system comprises a water delivery main canal, an upstream water retaining facility is arranged on the upstream side of a to-be-overhauled canal section of the water delivery main canal, and a downstream water retaining facility is arranged on the downstream side of the to-be-overhauled canal section; a water pumping pipeline is arranged on the upstream side of the upstream water retaining facility and connected with the first-stage movable water tower, a water pumping pump is arranged on the water pumping pipeline, the first-stage movable water tower is connected with the second-stage movable water tower, and the second-stage movable water tower is connected with the downstream side of the downstream water retaining facility. The method solves the problem that a large-section channel cannot completely drain a certain section of the main canal under the normal or water-reducing operation working condition, can realize non-water-cut local canal section overhaul and maintenance of the main canal, and has remarkable social benefits and economic benefits. The invention further relates to a using method of the main canal non-stop water maintenance device for regulating, storing, pressurizing and overflowing through the movable water tower.
