The invention discloses an electromagnetic locking device with a permanent magnet. The electromagnetic locking device comprises a permanent magnet magnetic circuit module (1), an armature module (3), an execution rod (5) and a rotating shaft II (6), wherein the permanent magnet magnetic circuit module (1) is used for generating electromagnetic attraction; the execution rod (5) is installed on a rotating shaft I (34); the rotating shaft I (34) can slide along the execution rod (5); the rotating shaft II (6) is installed on the armature module (3) through a rotating stand II (7); and the execution rod (5) is installed on the rotating shaft II (6) and can rotate around the rotating shaft II (6). The electromagnetic locking device with the permanent magnet is large in locking force, is less affected by temperature, can meet high-index vibration and impact requirements in a locking state, and is stable in the locking state; the electromagnetic locking device is good in internal magnetic matching, and reliable unlocking can be achieved in the high-temperature and low-temperature environment; and the energy consumption is greatly reduced.
