The invention relates to a superfine copper-based carbon-free cementing material as well as a preparation method and application thereof. The superfine copper-based carbon-free cementing material comprises the following components in parts by weight: 60-120 parts of an exciting agent with a specific surface area of greater than 700 m<2>/kg, 5-15 parts by weight of sulfur fixation ash or fly ash, and 8 parts by weight of other auxiliary agents, wherein the exciting agent comprises, by weight, 30-70 parts of copper tailings and 30-50 parts of S95 mineral powder which are ground to obtain superfine mineral powder with the specific surface area of larger than 700 m<2>/kg; and the other auxiliary agents comprise an active agent, a binding agent, a grinding aid and a gelling agent.
