The invention discloses a bridge deck waterproof coiled material paving device and paving method. The device comprises a moving platform, and a heating device, a leveling roller, a coiled material bracket and a rolling device which are arranged on the moving platform; the leveling roller and the rolling device each comprise a leveling part used for leveling and compacting the coiled material. The coiled material arranged on the coiled material bracket can rotate around the axis of the coiled material, and the coiled material is conveyed to the leveling part of the leveling roller from the rear portion of the leveling roller to the front portion of the leveling roller. The method comprises the steps of 1 treating a paving surface; 2 preparing the paving device is in advance; 3 paving the coiled material; and 4 carrying out after-treatment on the paving surface, and using the paving device. According to the invention, the coiled material is flattened and compacted twice through the leveling roller and the rolling device, the problems of unevenness, blistering, cracks or cavities and the like of the surface of the coiled material can be avoided, and then the waterproof effect of the coiled material on the surface of a bridge is guaranteed.
