The elastic piece is arranged to help the unloading column to obtain a partial buffering effect when bearing impact load of an external automobile, absorb partial load and reduce damage to the unloading column, meanwhile, when the load is large to a certain degree, the elastic effect of the elastic piece can be completely overcome, at the moment, the unloading column can rotate in the mounting wall, therefore, an automobile is further unloaded and guided to decelerate, bad damage caused by automobile collision is further reduced, the maintenance and replacement cost of the municipal road anti-collision wall is reduced, the municipal road anti-collision wall can be assembled after being prefabricated and can also be constructed after being integrally poured, and the installation mode is flexible.
