The positioning and fixing device is characterized by comprising a pre-embedded sleeve (1), a cast-in-place slab formwork system formwork (2), a formwork system secondary ridge or main ridge (3), a hook (4) for fixing the pre-embedded sleeve, a steel wire rope (5), a buckle (6), a steel plate (7), four holes (71) formed in the steel plate (7), a harness cord screw (8) for fastening the steel wire rope, a perforated steel plate (9) used for being supported on the secondary ridge to be stressed, a gasket (10) for fastening the screw and a nut (11); and the steel plate (7) for fixing the steel wire rope and the screw (8) are welded together and are perpendicular to each other, and the steel plate (7) for fixing the steel wire rope and the iron hook (4) are connected into a whole by the steel wire rope (5) through the buckle (6). The device can adapt to different pre-embedded sleeves in a certain range through an adjusting screw, also can be repeatedly used, so that the construction cost can be effectively reduced, and the construction quality can be ensured.
