The invention discloses a three-dimensional protection and utilization method for strip mine water resources, and relates to the technical field of comprehensive protection and utilization of strip mining water resources. The method comprises the following steps that firstly, surface artificial wetlands are arranged on a top platform and a side slope of a strip mine dump by adopting engineering technical measures of seepage, guide, storage, purification, utilization and drainage; then, a near-surface reservoir is built in the strip mine dump by taking integration of mining, drainage, building and restoration as a guiding idea; next, a near-surface aquifer is reconstructed; and finally, an underground reservoir of strip mine is built by comprehensively adopting engineering technical measures of mining, drainage, building and restoration. The invention provides a three-dimensional water storage mode suitable for water resource protection of large strip mine, the problems of storage and utilization of surface water, underground water and stope gushing water in a drainage area of the strip mine are solved, and coordinated development of coal development and comprehensive protection of water resources is realized.
