This vehicle management system comprises: a server which can communicate with a communication terminal of a person who wants to use a vehicle; and an in-vehicle device mounted on the vehicle. The server includes: a receiving means for receiving, from the communication terminal, a request to issue a usage permission code, of the vehicle, associated with the individual information on the vehicle; a generation means for generating a usage permission code according to a predetermined rule, on the basis of the received individual information; and a transmission means for transmitting to the communication terminal, the usage permission code generated by the generation means. The in-vehicle device includes a usage control means for controlling whether or not to shift the vehicle to an available control state, on the basis of the usage permission code provided from the communication terminal.
