The construction method comprises the following specific steps that (1), a site is leveled, surveying and setting out are carried out, and a pile position is determined; (2), a drilling machine excavates downwards, impact hammers impact a rock-filled layer, and a pipe twisting machine clamps a long steel casing to be inserted downwards; (3), the rotary drilling machine drills holes in the sludge layer in a rotary drilling mode, and rotary drilling pile holes are formed; (4), a punching grab bucket grabs sediment in the rotary drilling pile holes, and sundries at the hole opening are removed; (5), a reinforcement cage and a pouring guide pipe are put down, and concrete is poured into the rotary drilling pile holes; and (6), the pouring guide pipe and the long steel casing are pulled out. The impact hammers with different diameters are adopted for impacting and breaking through the rock-filled layer which is difficult to pass through, the pipe twisting machine clamps the long steel casing for downward insertion, the downward insertion accuracy of the long steel casing is guaranteed, and the problem that accurate downward insertion of the long steel casing is difficult to achieve is solved.
