The invention discloses a building foundation quakeproof structure and a construction method. The structure comprises a base layer; the base layer is arranged on the ground; the base layer is composed of a frame and a grid frame arranged in the frame; the grid frame comprises longitudinal beam pipes and transverse beam pipes; clamping blocks are arranged at the ends of the longitudinal beam pipes and the transverse beam pipes; embedding grooves corresponding to the clamping blocks are formed in the longitudinal beam pipes and the frame; the clamping blocks are inserted into the embedding grooves; a bearing assembly is arranged at the bottom of the base layer; and a fixing mechanism is arranged between the top face of the bearing assembly and the base layer. The method includes the steps of a, preparation before construction; b, foundation pit construction; c, bearing assembly installation; and d, base layer fixation. According to the building foundation quakeproof structure and the construction method, the base layer is fixed to the bearing assembly through the fixing mechanism, and the base layer is fixedly connected with the ground through the bearing assembly, so that the bearing capacity of the base layer is improved through the arrangement of the bearing assembly, and meanwhile the anti-seismic effect of the base layer is improved.
