The invention discloses a comprehensive utilization and treatment process for solid waste coal. The comprehensive utilization and treatment process comprises the following specific steps of S1, pretreatment and transformation of a gangue hill; and S2, arrangement of a spraying facility. The invention provides a comprehensive utilization and treatment process for the solid waste coal. According to the comprehensive utilization and treatment process, firstly, transforming is carried out on an original coal gangue hill to form a terrace type coal gangue hill structure, so that spray water permeates and flows downwards from the top of the coal gangue hill; the entire gangue hill is covered and wetted, and therefore on one hand, the gangue hill is softened to facilitate excavation, and on the other hand, dust raising is inhibited, the temperature is reduced, and spontaneous combustion is avoided; in addition, a drainage guide ditch and a spraying system are correspondingly arranged, and thererfore water circulation spraying is achieved, resources are saved, energy is saved, and the environment is protected; and according to the process, jigging and flotation are carried out on dug and crushed coal gangue particles, high-quality coal particles are filtered out, full utilization is carried out on coal mine waste resources, and therefore the resources are further saved, energy is saved, and the environment is protected; and according to the process, treatment is carried out on the residues, so that complete utilization of the materials of the coal gangue is achieved, the pollution problem of coal gangue pile materials is thoroughly solved, and energy conservation and environmental protection are achieved.
