The invention provides rubber asphalt, low-carbon rubber foamed asphalt, a rubber asphalt mixture and a preparation method thereof. The rubber asphalt comprises the following components: surface-treated rubber powder, a polymer modifier and an asphalt matrix, wherein the rubber powder subjected to surface treatment is rubber powder subjected to surface treatment by carbon tetrachloride and/or an alkaline agent. The rubber asphalt provided by the invention has low surface free energy, and the wettability and adhesiveness after foaming are improved. The rubber asphalt mixture disclosed by the invention can be used for greatly reducing the emission of toxic gas, so that the influence of rubber asphalt pavement construction on the surrounding environment and construction operators is reduced.
