The step S2 comprises the substeps: S21, determining hole positions: selecting the hole positions in a crossed mode along two sides of the crack, wherein the separation distance between the hole positions and the crack is 2-3 cm, and the separation distance between every two adjacent hole positions on the same side of the crack is 25-50 cm; S22, drilling: conducting drilling operation on the selected hole positions in sequence, making drilled holes penetrate through cracks during drilling, but not punch a structural plate through, wherein the drilling angle is not larger than 85 degrees; S23, nozzle burying: mounting a water stop needle head in a grouting hole and screwing the same tightly, wherein no gap exists between the outer wall of the water stop needle head and the hole wall; and S24, hole site verification: injecting clean water into the water stop needle head, and observing whether the clean water can overflow from an adjacent hole or not; if the overflow can be carried out, carrying out next operation, and if the overflow cannot be carried out, checking the hole.
