The outer sleeve, the inner sleeve, the prestressed tendons, a cross-shaped steel core, a square steel pipe and the end plates are arranged, and after an earthquake is over, the large self-restoring force of the prestressed tendons enables the left end plate and the right end plate to be close to each other, so that the outer sleeve which is welded to a first baffle and the inner sleeve which is welded to a first check block move away from each other relatively; and an energy dissipation component is a buckling restrained brace, under the action of tension and compression loads, the cross-shaped steel core yields, the earthquake energy dissipation effect is good, the technical experience of the buckling restrained brace is mature, and a reset system of the prestressed tendons is additionally arranged on the basis, so that the energy dissipation component can be restored to the initial state, and the energy dissipation component can still work normally after the earthquake action.
