According to the invention, the lower end of the damping layer can be restrained so as to restrain the amplitude of the steel rail and dissipate the vibration energy of the steel rail and the vibration energy of the noise reduction damper steel plate, the shearing area and shearing deformation of the damping layer are increased, the vibration energy of the steel rail can be converted into heat energy to the maximum extent, and the vibration reduction and noise reduction effects are improved.
