The invention relates to the technical field of railway ballast beds, in particular to a steel rail temporary ballastless ballast bed structure which comprises a temporary steel rail, a base plate made of metal, a fixing assembly used for fixing the temporary steel rail to the base plate and a maintaining assembly. The number of the temporary steel rails is two, the temporary steel rails are laid on the base plate, and the temporary steel rails and the transition section of the existing track are arranged in an inclined mode; the base plate is fixedly connected with the ground to bear loads; and the maintaining assembly is used for maintaining the distance between the temporary steel rail and the existing track, and the distance between the temporary steel rail and the existing track is gradually increased. The bearing requirement during operation can be met while the construction period can be shortened.
