The underground building comprises an outer wall, a top plate and a bottom plate, and the outer wall comprises a longitudinal wall and a transverse wall; the construction device comprises a pouring device, an excavating device and a hanging device located at the top of the building; the excavating device excavates rock soil at the bottom of the bottom plate, and the excavating device comprises a chain cutter and a driving device; the chain cutter comprises a chain and a cutter installed on the chain; the driving device is installed above the bottom plate; the longitudinal wall comprises holes which are formed above the bottom plate and staggered up and down, and the chain cutter envelops the bottom plate through the holes; and the longitudinal wall comprises a lower longitudinal wall located below the holes and an upper longitudinal wall located above the holes. According to the technical scheme, deviation correction is not needed, the power of the driving device is small, and the chain is small in tension and not prone to being snapped; the descending speed is controllable; the building can be conveniently hoisted by the hoisting device; and during segmented construction in the height direction, the chain cutter does not need to be disconnected and the driving device does not need to be dismantled after one segment sinks.
