The invention discloses a rock-fill concrete permeable dam and a construction method thereof. The rock-fill concrete permeable dam comprises two formworks, block stones, self-compacting concrete, an inverted filter layer and seepage drainage mechanisms, wherein a cabin surface is filled and built with the block stones; gaps between the block stones are naturally filled with the self-compacting concrete; a plurality of seepage drainage mechanisms are arranged among the multiple block stones; the two formworks are symmetrically arranged; the inverted filter layer is arranged on the seepage drainage mechanisms; and the seepage drainage mechanism comprises a buffering outer pipe and a seepage drainage inner pipe. The rock-fill concrete permeable dam and the construction method provided by the invention belongs to the technical field of permeable dams. By arranging the seepage drainage mechanisms, gravel can be replaced conveniently, the condition that self-compacting concrete flows into the gravel due to high flowability, and a seepage drainage channel is blocked can be prevented. By arranging the buffering outer pipe and a buffering supporting rod, the seepage drainage inner pipe is effectively buffered and protected. By arranging of a circular flow slowing plate and through-flow holes, a slow permeation function can be achieved, and the flow guide function of gravel is achieved.
