The invention relates to a tailing sand-steel slag powder-cement-based high thermal conductivity composite material and a preparation method thereof. The composite material is composed of aggregate, cement and water according to a mass ratio of the aggregate to the cement to the water of 2: 1: 0.55, 2.5: 1: 0.55 or 3: 1: 0.55, wherein the aggregate is composed of steel slag powder and tailing sand, and the mass ratio of the steel slag powder to the tailing sand is 0.4: 1, 0.6: 1 or 0.8: 1. According to the invention, the composite material is excellent in heat-conducting property, the waste steel slag powder of a steel plant and the waste tailing sand in mining are recycled by the composite material, and the result provides technical theoretical support for the design of the high-heat-conducting composite material.
