The invention discloses a system and a method for manufacturing a desulfurizing agent by using carbide slag. The system comprises a transition bin, a second belt weigher, a second conveying belt, a vertical mixer, a slaking machine, a slaking machine, a slaking material bin, a first superfine powder concentrator, a first cloth bag, a vertical mill, a second superfine powder concentrator, a second cloth bag and a finished product bin. The method comprises the steps of feeding, digestion reaction, curing reaction and selective grinding which are carried out in sequence. The selective grinding step sequentially comprises the steps of selecting powder for the first time, recycling fine powder in a first cloth bag and collecting the fine powder into a finished product bin; and also sequentially comprises primary powder selection, crushing of coarse powder in a vertical mill, secondary powder selection, recovery of fine powder in a second cloth bag and collection of the fine powder into a finished product bin. The materials are firstly mixed, then digested and cured, so that the energy consumption is low and the yield is high; the powder is firstly selected, then ground and selected again, equipment is fully used through multiple times of powder selection and repeated grinding, the process is more compact and more reasonable, resources are not wasted, and the qualified rate of finished products is high.
