The invention relates to the technical field of recycling of waste cement concrete, and in particular, relates to low-shrinkage recycled high-performance concrete and a preparation method thereof. According to the technical scheme adopted for solving the technical problems, the low-shrinkage recycled high-performance concrete is mainly composed of the following components: coarse aggregate, fine aggregate, cement, water, coal ash, granulated superfine blast furnace slag, first fibers and a high-efficiency water reducing agent; the fine aggregate comprises reinforced recycled aggregate and sand; and the mass ratio of the recycled aggregate to the sand is 1:(7-9). Meanwhile, the invention provides a corresponding preparation method, and the shrinkage rate of the high-performance concrete is reduced.
