According to the main technical scheme, a benchmark of a semi-permanent pile position control net point is arranged on a construction site, a pile position is measured and placed, namely, a pile machine is prepared in place; the pile machine and a column hammer impact mechanism are moved to the pile position, the pile sinking insertion perpendicularity is guaranteed, a column hammer can be inserted into a pile hole, in other words, the pile machine and the column hammer impact mechanism are in place; after the pile machine is in place, a power hydraulic system is started to work, a pipe pile is clamped by a jaw to carry out embracing and pressing, and the pipe pile is vertically buried into soil, namely static pressure pile sinking is carried out; a column hammer mechanism is used for controlling the column hammer to impact a bottom soil layer of the pipe pile in the pile hole to damage the bottom soil layer of the tubular pile, so that the pipe pile can smoothly penetrate through a hard soil layer, namely the column hammer impact; and the static pressure pile sinking and the column hammer impact are repeated until the pile pressing is completed. According to the construction method, on the basis of the static pressure pile sinking process, after the hard soil layer at the bottom of the pipe pile is punched and damaged by utilizing the column hammer to punch and expand in a pipe pile core, the continuous static pressure pile sinking can be realized, so that the purpose of pile sinking to reach the designed pile bottom elevation is realized.
