A reinforcing device for completely cutting off connecting beam damaged by earthquake and a construction method thereof are disclosed. The reinforcing device comprises a non-energy-consumption section and an energy-consumption section, wherein the two ends of the non-energy-consumption section can be installed on two cut-off ports of the earthquake-damaged coupling beam correspondingly, and the energy-consumption section can be arranged on the non-energy-consumption section in an embedded mode. The method comprises the following steps that: the connecting beam damaged by earthquake is completely cut off; and a reinforcing device is installed at the position of the connecting beam damaged by earthquake. The method is reasonable in design, the connecting beam damaged by earthquake can be effectively repaired in a replaceable mode, and the repaired connecting beam has high energy dissipation capacity; the reinforcing device provided by the invention is reasonable in overall structural design, and has better automatic recovery capability when coping with a certain earthquake; and after being damaged when dealing with large earthquake energy, the earthquake energy loss section is convenient to replace in the later period.
